I always start with a layer of just the line work, of course. I don't do line shading because I don't like a lot of random strokes in my art as you can probably tell. But i do use a lot of black. I just like that it gives more depth and volume to a picture IMHO. Plus it fits with how i color which i consider to be a mix of cell shading and grafitti. Digital Grafitti if that makes any sense. I think we have very similar coloring. Just your line work is definately more 'anime' than mine. When i go for the traditional anime look it never looks right thats why i admire your stuff. Its anime yet still urban. Ok so underneath the line work is a layer of flat colors. Then above that layer (but still underneath the line work) I add the darker tones to blend it in with the heavy black areas. Above that layer I'll add highlights. I also use the Adjust Colors option to mess with the overall tone. That helps A LOT. Of course I'll throw in some glow effects. As for tools i mainly stick with airbrush, blur, Blend Options, and Adjust Colors.
